Board library / board list field to set a cost for board material

Make sure the cost is realistic as the program uses this to assess possible cutting patterns
At the Board library the cost can be entered as either:-
- cost per area
- cost per sheet
At the Board list the cost is always shown as a 'Cost per area'. The program automatically calculates the correct value when the board list is created.
Notes
- where offcuts are returned to the board library the offcut cost is based on the offcut parameter settings in the Optimising parameters.
- use the 'Cost Method' field at the Board library to set whether the cost represents a per area value or a per sheet value. The most common method is cost per area.
