Saw parameter to allow time for turning a collection of strips
This is a value which applies to turning a set of strips. It is an overhead or extra value which is added to the time to turn each strip. The two values together should give a good estimate of the total time to turn strips.

Notes
- If there is room to turn the first strip set whilst ripping of the second set continues the turning time for the first set is zero.
- Turn time for strip set = (Number of strips in set x Time to turn strip) + Time to turn set
